The International Fellowships Program (IFP) provides opportunities for
advanced study to exceptional individuals who will use this education to
become leaders in their respective fields, furthering development in their
own countries and greater economic and social justice worldwide. To ensure
that Fellows are drawn from more diverse backgrounds than ever before, IFP
will actively recruit candidates from social groups and communities that
lack systematic access to higher education.

IFP is the largest single program ever supported by the Ford Foundation. By
investing $280 million over ten years through 2010, the Foundation intends
to build on its half century of support for higher education. Foundation
programs have long promoted the highest educational standards and
achievement. Ford fellowship recipients have become leaders in institutions
around the world and have helped build global knowledge in fields ranging
across the natural and social sciences as well as the humanities and arts.
IFP draws on this tradition and underscores the Foundation’s belief that
education enables people to improve their own lives as well as to assist
others in the common pursuit of more equitable and just societies.

*General Guidelines*

The International Fellowships Program provides support for up to three years
of formal graduate-level study. Fellows will be selected from countries in
Africa and the Middle East, Asia, Latin America, and Russia where the
Foundation maintains active overseas programs. U.S. nationals are not
eligible, although Fellows may study in the United States.

Fellows are chosen on the basis of their leadership potential and commitment
to community or national service as well as for academic excellence. Fellows
may enroll in master’s or doctoral programs and may pursue any academic
discipline or field of study that is consistent with the interests and goals
of the Ford Foundation. The Foundation currently works in fifteen fields to
strengthen democratic values, reduce poverty and injustice, promote
international cooperation, and advance human achievement.

Once selected, Fellows may enroll in universities in any part of the world,
including their country of residence. The program will provide placement
assistance to those Fellows not yet admitted to graduate school.

IFP support will enable Fellows to undertake language study and training in
research and computer skills prior to graduate school enrollment. New
Fellows will attend orientation sessions, and current Fellows may
participate in learning and discussion activities designed to create
information and exchange networks. Finally, the program provides resources
for Fellows to conduct research or projects in their home countries after
completing the fellowship period.

*Who Is Eligible?*

Applicants must be resident nationals or residents of an eligible IFP
country.

In addition, successful candidates will:

· Demonstrate superior achievement in their undergraduate studies and hold a
baccalaureate degree or its equivalent.

· Have substantial experience in community service or development-related
activities.

· Possess leadership potential evidenced by their employment and academic
experience.

· Propose to pursue a post-baccalaureate degree that will directly enhance
their leadership capacity in a practical, policy, academic, or artistic
discipline or field corresponding to one or more of the Foundation’s areas
of endeavor.

· Present a plan specifying how they will apply their studies to social
problems or issues in their own countries. Commit themselves to working on
these issues following the fellowship period. IFP selects Fellows on the
strength of their clearly-stated intention to serve their communities and
countries of origin, and expects that they will honor this obligation.

The Algorithmic Game Theory group at Nanyang Technological University

experience that we own our body, and why we experience that we are located inside our
physical bodies. To address these issues we use a combination of behavioral and

General Cultural Scholarship Scheme(GCSS)

Government of India, through the General Cultural Scholarship Scheme
(GCSS) administered by Indian Council for Cultural Relations (ICCR),
has announced the grant of 28 scholarships for Indonesian students and
2 scholarships for students from Timor Leste for the academic year
2009-2010.

Under the GCSS, courses in the fields of arts, architecture,
literature, commerce and science; degree courses in engineering,
pharmacy and agriculture; and doctoral and post-doctoral courses in
various disciplines can be pursued. A list of Universities and
Institutions students can choose from is enclosed along with the
application form. Government of India will provide living allowance,
contingent grant, accommodation charges, tuition fee and other
benefits, including medical and study tour to the students selected
for scholarships. However, the cost of air passage to India and back
for all students and expenses on laboratory chemicals and related
incidentals for science stream students would have to be borne by them
or their sponsor.

The students seeking admission to M.Phil, Ph.D and higher studies will
also need to submit their applications as per format appended below in
six sets along with a synopsis of their subject. Candidates applying
for pursuing courses in Performing Arts are, in addition, required to

Four PhD studentships for fees and maintenance in modern languages

The School of Modern Languages at the University of St Andrews is pleased to
announce that four School scholarships will be available for four students
beginning their Ph.D.s in 2009/10.

Three scholarships cover home fees for a UK or EU student, or a contribution of
around £3,315 per annum towards overseas fees. A fourth scholarship will cover
living expenses of £6,000 per annum. Candidates are expected to apply for
funding to the AHRC, ORSAS or other appropriate bodies, too.

There is no separate application form for these scholarships. All new School of
Modern Languages PhD applicants who have firmly accepted a place at St Andrews

on sparse tensor approximation methods for high-dimensional transport
problems

The Seminar for Applied Mathematics of ETH Zuerich
(http://www.sam.math.ethz.ch/)offers a full PhD position in the
framework of a project on “Sparse Tensor Approximation Methods for
High-Dimensional Transport Problems”.

Sparse tensor product approximations also known as sparse grids have
emerged as a powerful tool for the numerical treatment of
high-dimensional problems in areas as diverse as quantitative finance,
deterministic methods for stochastic PDEs, and data mining. The area
is still rapidly evolving and offers fascinating research
opportunities. Researchers at the Seminar for Applied Mathematics of
ETH Zuerich are among the leaders in the field.

In this project sparse tensor product approximation is to be explored
as a novel approach to kinetic equations, see
http://dx.doi.org/10.1016/j.jcp.2008.02.025 . The PhD project will
have a focus on efficient algorithms and data structures, which is
an exciting challenge in its own right. The PhD work will be jointly
supervised by Prof. C. Schwab and Prof. R. Hiptmair.

The positions is temporary and limited to 3-4 years after a three
month period of probation. The holder will be regular ETH research
staff and receive a gross salary of roughly 66,000 Swiss Francs (about
EUR 41.000, USD 55.000). The positions will involve teaching of
tutorial lectures, supervision of undergraduate students, and grading
of examinations equivalent to a total workload of about 10h/week.

Candidates must have a master or diploma degree in mathematics, a
(computational) engineering discipline, or in (computational) science.
Their education record should indicate strong interest and exceptional
skills in computer simulation as well as familiarity with important
numerical methods for the approximate solution partial differential
equations (finite elements, finite volumes, etc.). Experience with
object oriented programming in C++ is essential.

Knowledge of German is not required, but the candidates must possess
good communication skills and should be fluent in English, both oral
and in writing.

“la Caixa”/CNIO International PhD Programme

In 2008 “la Caixa” Foundation, a non-profit organization, launched a
fellowship programme for outstanding young graduate students from
all over the world who want to pursue an ambitious PhD project at
the Spanish National Cancer Research Centre (CNIO). Last year “la
Caixa” dedicated a budget of 500 million Euros to its social and
cultural outreach projects, making it Spain’s leading private
foundation, the second biggest in Europe and the fifth worldwide in
terms of budget.

The “la Caixa”/CNIO international PhD programme offers cross-
disciplinary training in state-of-the-art basic and applied cancer
research within an international scientific environment. Ten fully
funded four year fellowships will be available in 2009. Candidates

Man Group PhD Studentships are available to three-year PhD students
(whether UK/EU or overseas) in the Signal Processing and
Communications Laboratory (Department of Engineering) or the

Germany Jobs: PhD in translational fMRI research-Aachen/Jülich 2009 2010

The research alliance JARA-Brain between the University Hospital of the RWTH Aachen
University and the Institute for Neuroscience and Medicine at the Research Center Jülich
investigates the structure and function of the human brain in health and neuro-
psychiatric disorders in order to develop new diagnostic or therapeutic approaches.

As part of the growth of JARA-Brain, a three-year PhD position has become available in
the “Neuropsychiatric Systems Biology” group (head: Prof. Dr. Simon Eickhoff) at the Dept.
of Psychiatry and Psychotherapy at the University of Aachen (head: Prof. Dr. Dr. Frank
Schneider).

Working at the interface between basic neuroscience and its clinical
application, this research group addresses the following questions: How are the processes
underlying motor, cognitive and affective functions organised in the human brain? How do
their different components interact to form physiological networks? How is this regional
organisation or its functional integration disturbed in patients suffering from neurological
or psychiatric disorders? Which models for the pathophysiological mechanisms underlying
clinical symptoms can be derived from these findings?

Methods that will be learned and applied during the course of the PhD project include the
performance of neuroimaging experiments using fMRI, the analysis of effective
connectivity between brain regions by Dynamic Causal Modelling und quantitative Meta-
Analyses of published functional imaging results.

We are now looking for a PhD student with a strong interest in this multidisciplinary
research. Applicants should have a degree in Neuroscience, Psychology, Medicine,
Informatics, Biology or related areas. A background in neuroanatomy, statistics and/or
fMRI analysis techniques (SPM, FSL, MATLAB etc) would be of advantage, readiness to learn

2. Molecular Science and Technology (MST) Program focuses its research on the following topics: chemical dynamics,
dynamics in biological systems, dynamics in condensed media, linear and
nonlinear molecular spectroscopy and structures and dynamics of
clusters and nanoparticles. The spectroscopy section of this program
includes steady-state laser spectroscopy, magnetic resonance
spectroscopy, electron energy loss spectroscopy, and spectroscopy using
synchrotron light sources. The dynamics section consists of crossed
beam studies, photochemistry, and ultra-fast laser spectroscopy. Both
experimental and theoretical aspects of molecular spectroscopy and
dynamics are included in this program.

3. Molecular and Biological Agricultural Sciences (MBAS) Program pursues basic and applied research that has the potential to lead to
new platform technologies or develop into novel systems and/or
industrial applications in biotechnology. The program focuses on
regional agricultural needs; for example, on subtropical crop or flower
plant systems, and major infectious diseases affecting pig/chicken
farms and warm water marine products and the subtropical herbal plant
systems of Chinese traditional medicine.

4. Molecular and Cell Biology (MCB) Program aims to provide solid training to Ph.D. students for a future career in
basic and applied research in modern biology. Research interests of the
40 faculty members of this program cover a broad range of topics

5. Bioinformatics Program (BP) focuses on genetics and proteomics studies with emphasis on data

9. Earth System Science (ESS) Program Earth System Science is the science that focuses on understanding the interdependence and
interconnections among the fundamental components of the Earth: the
lithosphere, the atmosphere, the hydrosphere, and the biosphere,
through the interactions among chemical, physical, biological and
dynamical processes that extend over spatial scales from sub-micron to
the size of the planets, and over time scales of less than a second to
billions of years. The phenomena involved are frequently not only
intellectually challenging but also socio-economically relevant and

Japan Indonesia Scholarship (JIPS) 2009 2010

The Japan Indonesia Presidential Scholarship Program
The deadline to apply is February 27, 2009

Funded by a grant from the Government of Japan, the Japan Indonesia Presidential Scholarship Program (JIPS) supports PhD studies in an academic field of study covered by ten Indonesian Centers of Excellence (CoE) participating in the program. Each of these newly established Centers of Excellence is located at a leading higher education institution in the country with a demonstrated track record in the pursuit of excellence. The goal of the program is to promote excellence in research in these Centers to support the Ministry of National Education in its mission to improve the quality of higher education and research in the country.
Who can apply?

Applicants must meet the following general criteria to be eligible for a scholarship:

Be a national and resident of Indonesia

Be under 45 years. Candidates born before January 1, 1965 will not be considered

Must have completed and been awarded a master’s degree, or equivalent, at the time of application however, outstanding candidates with a bachelor degree can be considered for a Master-PhD track

Have maintained a GPA of at least 3 on a scale of 4 in both undergraduate and graduate studies
Host Institution
Candidates should seek admission at a university of their choice in World Bank member countries.

What does the scholarship cover?

The scholarship covers full tuition for a period of three to four years, and the cost of basic medical and accident insurance usually obtained through the university.
A monthly subsistence allowance to cover living expenses, including books.
Economy class air travel between the home country and the host university at the start of the study program and one return journey following the end of the overall scholarship period. In addition to the ticket, scholars receive a US $500 travel allowance for each trip.
